4:- now 9 places me missile attacks pakistan ke andar.
The reason is very simple.
Strategic nuclear warheads, the city killers are not on hair trigger between India and Pakistan. They are kept separated as warheads and missiles to be mated and fired at time of extreme crisis (defcon 2/ nuclear war imminent). We have CBMs, where a list of those installations where these kind of nuclear bombs are kept are mutually exchanged - so we both know where to hit each other (it's another thing if that hit can be made at that time). So strategic nuclear bombs, thereby go out of the picture.
Yes, India has a functional nuclear triad, so some strategic nuclear warheads are mated and indeed deployed on subs, but that is about it.
Next comes the tactical nuclear warheads or battlefield nukes. These nukes are not powerful enough to be effective on cities. They can be used very effectively to eliminate Brigade HQs. However, the philosophy of these tactical warheads usage is - they should be used when enemy is overrunning us on our own territory, thereby proving as effective extremely efficient weapons to vaporise a large column of incoming tanks or armada. That's about it.
So nuclear warheads, and nuclear missiles as they stand between India and Pakistan are unusable in the manner in which Russia and USA has them deployed. They always have some city killers on air-patrols, on road-mobiles and of course, under the sea on SSBNs.
Furthermore consider the Indian nuclear doctrine. No first use, but second strike will be massive and designed to do unacceptable damage. If the doctrine is followed word for word, even a tactical nuke detonating on our side of the fence means that Pakistan will face an overwhelming response, so much so that PAKISTAN AS A STATE, WILL CEASE TO EXIST. This is why, instead of making the bombs in greater numbers, we have invested in delivery platforms, that guarantee second strikes will be unstoppable. Our part in this equation is even better than MAD (please read about it), since Russia and USA are at par in terms of nuclear power and delivery systems, but India and Pakistan are not. We enjoy overwhelming imbalance in our favour.
Once you understand this dynamic, this extremely unlikely case of nuclear escalation - you will call Pakistani nuclear bluff, anyday, every day.
