Naval domain won't make it into a full fledged war prevent ground forces fighting. but if they do engage ground forces like what they expect a small skirmish to divert paki population then make it a full fledged war.

it i s very simple - dont call yourself a respectable country if your civilians in your own damn country can randomly be mass murdered by foreign infiltrators 5 km from the border.
Thats not a serious country, thats a joker country for security.
Because there is two ways to easily prevent this : either create a no civilian allowed BSF only minimum sec requirement zone for a 5km band around the hot border areas where this happens to your people or put your 1.5 million soldiers to some use, get the fatties in the army to go for a sec mission and patrol the area where your civvies ARE close to this hot border region.
In the case of Pahalgam, it means the latter option.

I visited Pahalgam in 2011 January and there were security forces in Pahalgam. It was peak snowing season still army were posted every few meters infact in heavy snow army guys helped us climb down from Pahalgam tourist spot from where Amarnath Yatra commence.
What happened now that despite 2000 tourists they did not had any security nearby
