Although this mini documentary doesn't mention it one of the key provisions of the forthcoming bill IIRC was to include civilian ship building in the infrastructure sector so as to enable ship builders easy access to loans & working capital they were denied earlier thereby providing a huge boost to this sector in terms of capacities , employment generation export potential etc .
