Repeatedly stating "we need the private sector" every decade has become a cliché used by the air force and army to demonize DPSUs efforts while hindering indigenous efforts simultaneously. Even when the private sector manages to develop solutions (such as in the cases of artillery, WHAPs, and SSS products), their production is often stifled through typical trial and delay tactics. This discourages the private sector from engaging in any form of R&D. Meanwhile, DPSU employees use their tenure to enhance their resumes by reducing defense projects as mere academic exercises. What is particularly frustrating is that, except for the late DM Parrikar, no government has been able to break this cycle.
