DRDO and PSU's

They should be producing technology like motors, avionics and electronics and other people can use it in India but they are doing screwdriver giri now that's so disappointing.
I think now I was preparing in 2019 for jee is a waste. Cos these people have no value what they do sala funding kha ke kya karte hai

IIT Kanpur also involved in various development activities like Ghatak UCAV and support to NAL/HAL/DRDO. This is more like their own showcasing of startup Incubation and other things I believe. But definitely it is few institutes in India which is working in some very High tech areas.
 
Obviously, they should produce; they are supposed to be the premier organization to bridge the technological gap we face.
But I've two questions for you

1. Who's going to fund the research?
Reasearch is an extremely capital intensive task and not just capital intensive but also there is absolutely no guarantee of ROI on that investment. Let's say I personally start a funding in IIT-K for economically viable production of CL-20. There's a strong probability that after 1-2Cr the only conclusion they get is the available current technology is not mature enough for industrial production and that's it; there goes my capital. In USA, people have this passion for R&D where they'll sink billions of dollars even if there no economic prospect but we still have a long way to cultivate that appetite.
Next comes the processes and scrutiny; in USA you've things like Lunar Lander Challenge or Hyperloop competition where you just need a proof of concept and you can get as much a million dollars to further your research...as simple as it is. Tell me what would be the process if a group of students in some IIT asks for funds for an idea they've. And also the level of scrutiny they'd face if things go south.
And lastly, the funding agency. Take this example View attachment 22302
ISRO needed a piece of tech so they're ready to burn 20l in IIT-K, in hope of getting it. Now tell me how many such projects are currently active in all the IITs combined that're being funded by Army/Navy/Air-Force because they need a tech?
2. What's the incentive that I'd get?

In just six months, army got involved and started funding! Six freaking months! If today I apply for a permit to import some restricted tech for research purposes then that would take more than this to get clearance. This is the level of incentive they've to invest in R&D; do we have?
On one hand giants like Tata and Kalyani with pretty much infinite capital compared to students are struggling to get incentive for the R&D they've done and on the other the military is dealing with people giving them substandard products in the name of I-D-D-M...among all these mess how can a bunch of students imagine incentive?
So why should they waste money, time, effort and peace of mind for something where there's so much uncertainty regarding the incentive when they can chill for four years, learn three four languages and get a pretty decent job in WITCH?

the dynamatics jet powered UAV will use this tech ... there is a open source project for this "autonomous" drone navigation tech...wont be surprised if everyone is basing there on that code

To be fair you can't produce those technologies in IIT's. All those things you mentioned above need few years of industry experience. Most of the professors are incentivized to publish papers and most of the professors have no industry experience. Creating motors or such does not give you papers. Promotions there are based on paper publication.
 
Its the total GDP which matters when it comes to defence expenditure. Small but richer countries under US's umbrella have luxury to ignore defence and invest in consumer market centric R&D, we don't. We should be acting like a country with 5th rank in nominal and third in PPP. One needs to know how to protect a 16T$ PPP economy.
We've seen the video of SV Kamat talking about R&D spending, GTRE doesn't have constant access to flying test bed, after every tweak they have to take engine to Russia and spend months in queue for the slot. How can we develop engine like this?
I don't think IAF has any vision long or short, ACM did not open his mouth about lack of funding for domestic weapons or lack of input from IAF. on the contrary he gave sly underhand remark that we should buy domestic weapons even if they are expensive. Heck which weapon was he even talking about.
You can't spend GDP. Govt can only spend what is collects as revenue . And our budget size is still not big enough when looked in dollars terms. ( Which is important for cutting edge scientific facilities as lots of machinary will be imported at first .)
