all government departments across the world have a institutional memory and position(official opinion), anyone who heads a department will carry forward the legacy of that department. these positions are arrived at after a lot of deliberations and "war gaming" over decades.
for example : remember how JAM trinity was framed originally, it was framed as a policy to facilitate direct benefit transfer, which is rooted in historical socialist legacy of the govt policy. which ultimately resulted in UPI.
even "self-reliance in defence" is not new, it has been a project of MoD for decades. atleast since when rajiv gandhi was PM, if not before.
from the outside folks might assume a lot of things, because these are opinions based on publicly available opinions and limited information. but once an individual gets inside the system including krishnan , he too will stick his department's position. hence that statement.
sure, once in a while a few maverick babus come along trying to change the system, but they get transferred out fast.
international example of this would be british home department's resistance to trade deal with India. not sure why, but it happens irrespective of their elected gormint. they even scuttled India-EU trade deal when theresa may was home secretary.
