all government departments across the world have a institutional memory and position(official opinion), anyone who heads a department will carry forward the legacy of that department. these positions are arrived at after a lot of deliberations and "war gaming" over decades.
for example : remember how JAM trinity was framed originally, it was framed as a policy to facilitate direct benefit transfer, which is rooted in historical socialist legacy of the govt policy. which ultimately resulted in UPI.
even "self-reliance in defence" is not new, it has been a project of MoD for decades. atleast since when rajiv gandhi was PM, if not before.
