Sorry to shatter your optimism but our academia lacks structure and infra to absorb such talent, money isn't the only reason why talented researchers leave India.

That's not the only way. Incentivize him to open his own venture in India or sign him up as an advisor to quantum initiatives started recently.

These kind of research have massive capital overheads , I'm taking about 15-25 billion USD easily, only a company the size of MS could afford it, that too after being in the tech industry for 60 years at this point. You need a group of experienced researchers in many fields from maths, material science, micro engineering, not to mention you need very specialized machines to even do half the stuff.

It is simply impossible to him or anybody to even come close to that without heavy monetary support from govt or pvt entity, if govt does create some mission like that then yes it could happen.

You need to start somewhere. Sometimes it's not even known what all needs to researched and in what direction. Knowledge of same cuts the research journey time also.
