Focusing on graphics intensive AAA title approach in my opinion is not what we should do now, many small game devs in west start out with low-graphics but highly addictive games that have good mechanics and gameplay loops, think of games like hollow-knight, minecraft. Our obsession with graphics intensive gaming will take us nowhere, first thing is creating such games are incredibly resource intensive, you need powerful pc to create and play theses games.
