Yes, OTH radars will detect stealth jets. Jindalee operates in the 3-30 MHz band which is much lower than X and Ku bands for which stealth jets are optimised.

However, with such a big wavelength you'll get lower resolution data, so it'll not be useful for target acquisition. Still, it's a good system for early warning.

Tibet is mostly a cold desert with minimal thunderstorm activity. Hence, OTH systems will have higher reliability than in the oceans in tropical regions.

Given the severe damage metted out to Pakistan's airbases, terror training facilities, high tech aerial assets (C 130, Saab Erieye AWACS), fighter jets (1 x Mirage III, 1 x Mirage V, 1 x JF 17, 1 x F 16), C2I facilities (2 x NG-MMCC mobile C2 platform), nuclear weapon sites and the complete nullification of their SOWs, losing 2-3 jets, if any with fighter pilots RTB is an acceptable trade.

Strictly speaking, you do not necessarily need special bombs to destroy a runway, any bomb capable of creating big crater in the middle of a runway would do the job.

Having said that, it helps to have special bombs that can penetrate the surface and then explode; this is more efficient.

To the best of my knowledge, all major air forces in the world use anti-runway penetration bombs. I am assuming our IAF is not an exception.

JP233 is British and Durandal is french. They are both excellent anti-runway penetration bombs. I personally think we use our homegrown bombs for this purpose. I do not have definite information on this one.

A couple of things with this own goal. The Pakistanis have declared that their conventional abilities are enough, that means they can't start running talking about going nuclear at the very beginning. The second is that having anointed himself Field Marshal, he can't risk his reputation with another conflict immediately with India.
