Hi everyone,

I thought it would be a good idea to start a new thread on Indonesian defence updates since we have seen some interesting moves on their part.

Indonesian Navy

The procurement aligns with the Minimum Essential Force (MEF) plan of the Indonesian Navy (TNI-AL), which includes at least four helicopter carriers, four frigates, and several patrol boats per Janes.

CVL Giuseppe Garibaldi

Indonesia seems to be keen on getting an aircraft carrier of their won. They have been eyeing the CVL Giuseppe Garibaldi and it's AV-8B (6-8 in number) for purchase from Italy. The CVL Giuseppe Garibaldi was replaced by the LHD Trieste in 2024 in service with the Italian Navy.

In a development that could significantly enhance Jakarta’s naval power, international defense portal Janes, citing sources within the Italian Navy, reports that any potential deal for the Giuseppe Garibaldi might not come alone—it could include the purchase of 30 AV-8B Harrier II STOVL fighter jets, further amplifying Indonesia’s aerial strike capabilities.

Merah Putih-class Frigate

The Indonesians are also going in for 2 x Merah Putih-class Frigates. Indonesia allegedly wants 8 x BrahMos VLS on these ships along with 8 x 2 MIDLAS VLS (can be quad packed with smaller Hisar-D missiles) for SIPER (100 KM+) SAMs. The majority of the sensors and fitments are FFBNW and Turkish in origin.

The FFBNW systems include:
  • CENK 400-N (referred as CENK-S aboard Turkish Navy news frigate TCG Istanbul) 3D S-band AESA long-range air and surface surveillance radar from Aselsan
  • Two of the four LIONFISH 12.7 TOP remote weapon stations (RWS) from Leonardo
  • Two B515/3 triple 324mm torpedo launchers from Leonardo for MU90 LWT torpedoes
  • MİDLAS Universal Vertical Launching System (VLS) from Roketsan, consisting of eight 8-cell modules (totaling 64 cells) for various surface-to-air (SAM) and surface-to-surface (SSM) missiles. This is the most important weapon system on board the new frigate but paradoxically it is not included in the main contract!
  • One of the two 76mm naval gun systems from Leonardo, installed at the bow in tandem position (B position).

The Main Contract Equipment includes:
  • METE HAN X-band multi-function radar (MFR) from Aselsan, mounted on the main mast:
    • “METE” is the name of CAFRAD’s X-Band module which comprises fixed face radar antennas
    • “HAN” is the name of the IFF unit on the top of the CAFRAD, comprises omni-directional antenna. However, the image paradoxically identifies Leonardo as the IFF supplier with likely the SIR-M-PA or another SIR-M IFF and MSSR (Monopulse Secondary Surveillance Radar) interrogator
    • Electronic Warfare (EW) suite from ELT Group, including R-ESM, C-ESM, COMINT and R-ECM capabilities (potentially identical to the ZEUS suite used on PPA-class vessels Indonesia acquired) with the R-ECM jammers not clearly identifiable in the diagram
  • MAR-D/CENK-200-N 3D X-band air and surface surveillance and helicopter approach radar from Aselsan, positioned on a secondary mast aft. The system also equips the upgraded Barbaros-class (MEKO 200 TN Track IIA/B) frigates.
  • FERSAH hull-mounted sonar (HMS) from Aselsan
  • ADVENT combat management system (CMS) and Combat Information Center (CIC) equipment from Havelsan
  • Target Designation Sights (TDS) from Aselsan
  • Two fire control radars, likely STIR 1.2 EO Mk2 from Thales or AKREP-100/200 from Aselsan or NA-30S Mk2 from Leonardo
  • Rheinmetall Oerlikon MILLENNIUM GUN 35mm Close-In Weapon System (CIWS). The weapon system also equips the Mardatinata-class (SIGMA 10514) light frigates
  • One of the two 76mm naval gun systems from Leonardo, installed at the bow in tandem position (A position).
  • At least eight KARTACA-N six-tube 130mm decoy launching systems (DLS) from Aselsan
  • Aselsan might also provide navigation radars, laser warning systems, IRST system, torpedo defense system and SATCOM equipment

Scorpene Evolved submarines

The Indonesians have signed contracts in 2024 to purchase 2 x Scorpene Evolved submarines from Naval Group (France). They already operate 2 x Scorpene submarines as part of their naval fleet.

MPCS (Multipurpose Combat Ship / PPA)

The Indonesian Navy has purchased 2 x Pattugliatore Polivalente d'Altura (Multipurpose Offshore Patrol Vessel) Light+ OPV/ Frigates and the first vessel KRI Brawijaya (320), is conducting the first sea-goings from the Italian shipbuilder’s Muggiano shipyard (La Spezia).

The Brawijaya (320) is showed with all the gun armament package including the Leonardo 127/64 mm LW main gun, capable of firing Vulcano long-range guided ammunitions, the 76 mm Single Deck gun with anti-ship missiles and asymmetric threats DART guided ammunitions and two remotely operated 25 mm gun systems. The ship is also equipped with the SAAM ESD PPA air defence missile system based on the MBDA Aster family of missiles (2 naval Group A50 8-cell VLS for a total of 16 missiles) and the Leonardo Kronos Quad C-band four fixed faces AESA radar, alongside the extensive and capable EW suite by ELT Group (Elettronica) including RESM/CESM and RECM.

Nagapasa-class submarine

Under the Korean program, three Nagapasa-class submarines commissioned from 2017 to 2021. Indonesia has abandoned a 2019 agreement to buy a second trio of Nagapasa-class submarines from South Korea.

Other major items in the pipeline include six European FREMM multi-purpose frigate and possibly two or three submarines (three Nagapasa-class submarines were commissioned between 2017 and 2021).

Indonesian Air Force

Among the deals Jakarta recently signed or agreed to is the purchase of 42 Dassault Rafale fighters (with 24 officially on the books), 12 second-hand Dassault Mirage 2000-D/ED combat aircraft and 24 Boeing F-15EX fighters.

Indonesia also plans to field 24 Lockheed Martin S-70M Black Hawk helicopters, two Airbus A400M Atlas airlifters and 12 Turkish Aerospace Industries Anka medium-altitude long-endurance uninhabited aerial vehicles (UAVs).

These are on top of recently delivered platforms, including three C-130J Hercules transport aircraft (out of five ordered) and two airborne early-warning and control aircraft.

Rafale F4

The Ministry of Defense purchased 42 Rafale fighter jets made by Dassault Aviation France after the third phase purchase contract for the last 18 units became effective.

Indonesia hopes that the local company PT Dirgantara Indonesia [PTDI] can get the green light to manufacture the French Rafales. However, the transfer of technology, as the Zona Jakarta resource writes, will take place if the country increases its fleet to 100 Dassault Rafale fighters. This is a requirement of the French manufacturer Dassault Aviation, the Indonesian website said.

F 15EX

On August 21, 2023, Indonesia finalized an agreement with Boeing for the purchase of 24 F-15EX Eagle II aircraft, becoming the first export operator of this advanced fighter jet, designated as F-15IDN in Indonesian service. The deal, cemented through a Memorandum of Understanding signed during Indonesian Defense Minister Prabowo Subianto's visit to the United States, followed a potential US Foreign Military Sale (FMS) of up to 36 F-15EXs to Indonesia, making the approval process largely procedural. This acquisition is part of Indonesia's broader effort to modernize and diversify its air force, complementing its existing fleet of Russian Su-27s, Su-30s, and Su-35s with upcoming deliveries of Rafale jets from France and potentially KF-21 fighters from South Korea to phase out older aircraft.

KF 21
Indonesia is a partner nation of the KF 21 Boramae, currently a 5G- aircraft and a true 5G aircraft in it's KF 21EX avatar.

In 2016, South Korea and Indonesia launched the joint program to develop a next-generation supersonic fighter jet based on Korean technology for key components. At the time, Jakarta committed to investing $958 million or 20% of the total cost in exchange for receiving a prototype of the fighter and technical support for the production of 48 units. However, these commitments were not met within the stipulated deadlines and schedules.
By 2024, the Indonesian company involved, known as Jakarta, proposed reducing its payment commitment from 20% to a total contribution of 600 billion won ($442.3 million). This reduction would mean less technology transfer from South Korea to Indonesian firms.
Another issue that emerged in 2024 was the investigation of a group of Indonesian engineers accused of leaking technology related to the aircraft’s development. Nonetheless, DAPA emphasized that the financial adjustments were not related to the data breach.
