From my days in electronics I know that relay satellites do have a lot of excess bandwidth than nameplate bandwidth buy use it to make up for lag and packet loss.
And all starlink is, is a relay satellite. For relay satellite to blanket send real time user data to another relay satellite is relatively impossible.
You can target certain users and red-list them and transmit all their usage to another satellite but you cannot do this as blanket use for all users, especially if relay satellite is in saturated in it's user list.
Sure, if you launch 1 million starlink satellites literally, then you ca record total usage of all users in your system but not until then.
Moral of the story is, if you are higher up than a raw field operative or captain in army or more than panchayat member politician, if u use starlink, Cia will keep a file on your usage.
