Pump jets are better for Submarines compared to water jets.
Due to multiple reasons.
1, stealth( pump jets are lot more quieter, but also help in reducing cavitation noise) against Sonar.
2, pump jets are lot more efficient than water jets especially in slower speeds( submarine are generally slower than normal surface ships).

Water jets are good for relatively small surface ships that require high speed.
For bigger ships that aren't made for high speed normal propellers are favored due to efficiency.
