because escalation ladder of a direct military response is far more predictable than responding to asymetrical escalation ladder.
PAF responded within 24 hrs of IAF responding.
Notice USAF didnt respond for weeks or months when 9/11 happened - coz it was asymetric escalation.
notice how when Gaddafi shot down a USAF plane in the 80s, USAF responded by blowing up libyan airfields in 24 hours. Because its symetric escalation.
