What is average rate of flow for this month in Pakistan? Can just be natural variation only due to recent rainfall in northern India. Also I don't think India has the infrastructure to stop/divert the river flow as all the rivers above have run of the river dams which do not impede the water flow

Without diversion, closing gates will impact for few days and again return to normal.

There is no record. The govt could barely save its functionaries in the vallye and you think they were able to count how many were killed?

If you go by the official records, Lalu's Bihar was more peaceful than the avg Indian state (when adjusted for population).

Yes, a full fledged War is not in India's interest but it's a matter of cost and consequence here. Since 1947, India has already paid a massive cost to terrorism in terms of conventional military assets, civilian lives and infrastructure. Cumulatively, it is certainly more than the cost of a war to wipe out Pakistan, especially in today's geo political scenario. Because right now, the world is in too much of a turmoil to give a damn if India wipes the floor with the Pakis, something we have been stopped from doing time and again by the West. For the first time, in an impending military conflict between India and Pak, the rest of the world is unshakably with India. This is huge. Moreover, India has repeated the mistake of letting Pakistan survive every single time. For the first time, the mood in the government, opposition, defense organizations and the country at large is the complete annihilation of Pakistan unanimously. This too, is a first.
A few more factors to keep in mind. India doesn't rely on its domestic defence apparatus as of now but keep in mind, we do have the technical knowhow in the public and private sectors of India about almost every weapon system minus fighter aviation. That too, isn't too far behind full indigenous capabilities. India has the natural resources to churn out defense equipment at a war footing. So, in case of a war, India wouldn't be very dependent this time around on anyone else.
A War might not be in India's immediate interest but in the long term geopolitical interest of India in Asia, for the long term safety of Indians and Hindus, for a permanent solution to cross border insurgency, Pakistan's annihilation is paramount. Even the world understands that. Not a single communication from foreign allies of India has asked us to not escalate, which used to be the case every single time in the past.
Moreover, USA having lost interest in Afghanistan, and Russia too embroiled in Ukraine, the land mass of Pakistan will have only two claims on it. Indian and Taliban. This is the real problem that India will have to deal with. Is that after the Pakistani govt falls, we'll have to scramble to secure Pakistan's nuclear arsenal. If that falls in Taliban hands, the world could be plunged into Nuclear Armageddon.
