No.
That's due to how the photo is taken.
Rafale m has same length and width as land based rafale.

This is their actual size comparison

This is a legacy F/A 18, not a SH18 I think (but not sure).

It is all but natural : F/A 18 was used as an "envlopp" to study Charges de Gaulle carrier AND Rafale fighter, as a bench mark.
