You know how serious we have been as a Nation! it's not surprising neither shocking what we spend on such critical projects!
Even when people now talks about these things openly online, no change in attitude of Govt, organizations, agencies, leadership, etc-etc​

Hi, To some extent we are (Political and Military Brass) are responsible for this. Like to add here, French / Safran took good 20 Years to transfer Shakti Engine / helicopter engine Tech to us.
So, basically, we are back to making fooling around ourselves.
 
Following an extensive consultation process, including detailed input from a technical committee that assessed all critical aspects of fighter jet engine manufacturing, the ministry concluded that French aerospace firm Safran offered the most beneficial terms. The recommendation is part of a ₹61,000 crore (7 billion $) initiative to co-develop a 120 kilonewton (kN) thrust engine, intended for future combat platforms such as the Advanced Medium Combat Aircraft (AMCA).

Frankly speaking, I am happy that finally a decision has been made regarding our foreign partner. Let us hope that in next 7-8 years we get to see some tangible results.

In the 90's Ex Soviet scientists were willing to come to India for employment and work on critical areas like engine tech and radars . At that time our Babus said it would be bad for morale to hire foreigners in our PSU's and pay them more .

China had no such issues .
