Israel and Palestine are separate entities. The Israelis can bomb Palestine as they please and face no scrutiny from their judicial institutions. J&K, especially after Article 370 was revoked, is an integral part of India and as a result will have to proceed with due caution and ensure that any retribution involves as few innocent people as possible or else it'll invite the wrath of the judiciary.
