Why para is used for CI/CT ops , our best are used against rag tag . What is the use of RR if everything will be handled by para ? For making cordon .
In ideal world Army shouldn't be used for CI/CT . This is also one of the findings for kargil committee report that we are too focused on CI/CT ops and tend to ignore more important stuff

You have zero idea how these things happen.

Many times since 1999 we have raided their posts and spun it as them raiding ours.
