Definitely you can add EO seeker, but still it doesn't justify the size of it.
For a reference, here's the same GBU-31 from the above pic with an added EO seeker in nose, on top of the regular GPS guidance tail. See how small the increase in size it

Because it doesn't use the entirety of its body (obviously excluding tail) for explosive like all other GP bombs but rather just the mid part, it requires a bigger diameter to contain the same amount of explosive as GBU-31. If you made a bomb of similar dimensions but used the traditional method of guidance kit in tail + dumb bomb body, then you might have managed to get around 1,500kg bomb in the same package. Here's the now retired US M118 3,000lbs bomb for some idea.

If we had dimensions for Gaurav then could have done a much better comparison
The "all in one" thing you're thinking to be an advantage might prove to be an disadvantage.
If it had been a simpler bolt on system then we just needed to buy the kits for the thousands of 2,000lbs bombs already laying everywhere. This would have lowered the cost significantly.
