Evidently the SCRAMJET bench test was a Technology Demonstrator ( TD) . Once it's successfully tested , a proposal is put up to MoD to expedite finances for realisation of the full technology . That's how the system works.

The issue here is the time taken to get the proposal financed which is a function of the union budget for defence. If no such provision is made this fiscal the proposal is kept in abeyance till the next fiscal which may well be the case here.

It's this part which needs to be streamlined .

It pains me to say this but Congress is better in terms of acquisitions( imports ofc )

This comes at the cost of every deal being a scam, and the total amount that is taken from the tax payer's money includes cut for Congi royal family, durbaris, Babooze, UN Generols, and now dhandhos also. so once again an over inflated price.

And this is aside from any secret ((( end use conditions ))) that buying US gear would stipulate.

Gobi govt by comparison is chindi-maxxxx and seems to be physically pained by spending money on defence, especially imports.

They kang over Atmanirbhar only because it is cheaper to acquire deshi platforms, not because of strategic autonomy or anything else.

Both are shit for domestic weapons development and production.

Our current state is because of a dead-lock between chindi Govt and import khor dalal lobby

If I'm not mistaken the IMRH project has been seeking finances since slightly more than a year now . People who've been tracking this project , please feel free to correct me .

CCS approval is still pending post which actual allocation of funds happen. As of now the tweet describes the present state of affairs.

All those arguing for Pvt Sector participation , this is the present reality. I'd love to know with the present state of affairs which Pvt Sector entity would sink in their own funds ?

Arguably this is also one reason among several GoI isn't privatising HAL or a good number of our DPSUs .

Please note by privatising I don't mean selling it off merely taking off government control where the CMD / MD has to approach the babooos in charge for every minor or major issue. That reduces the former to a mere figurehead.

Instead by privatising ( for want of a better word ) you instill professionalism in the set up whereby you can demand accountability unlike what it is now where there's no such thing.

The babooos can function as a government nominee on the board of directors representing the government's interests ( majority stake should be with GoI ) . CAG can continue auditing these entities . Any fraud or financial misappropriation should be prosecuted with those responsible being made examples of.

If there's no such provision for privatization or autonomy in place , GoI must bring in such legislation else it risks killing the golden goose much like how the former OFBs are dying.
