Hyunmoo-5, south Korea's bunker buster SRBM, has a whooping conventional payload of 8 tons.

You don't need icbm for bunker buster role.
But what if we have to strike pork army hq or any high value target from long distance like if we have to fire it from all the way to tn or kerala or north east, then we will use ballistic missiles only right? What if due to nukes our northern border gets affected then we will have to fire irbm from far off, so ballistic missile would be used

Bm-04 has range of 1500km.
We can also develop a hyunmoo 5 like ballistic missile, 8ton "warhead" ( for comparison Weight of entire pralay missile is 5tons,with 1 Ton warhead) with 3000km, with lighter warhead can reach 5000km range, it's an IRBM( submarine launched), it is said of have very high accuracy.


If we want a missile/weapon to target deep underground bunkers, than we can modify our ballistic missiles to be similar to hyunmoo 5 of south Korea, or develop a new similar missile.
 
DRDO already has a couple subsonic missiles like LR-LACM and NASM-MR. But neither are low observable designs, is there any program for it that is in the open source?

Something similar to what South Koreans just started testing.

One thing to note is that all these missiles inherit US Pershing II cold war design:
Chinese DF-16, DF-21, DF-26
Russian Iskander
South Korean Hyunmoo series BM, KTSSM

Must be a really good design for all these countries to adopt it, not sure if DRDO ever considered it?

Also, look at modular warhead options for DF-16. I think DRDO has started offering this with A1P and BM04.

All are old ass tech now a days.
If you are going for maneuverable RV than its much better to go for BM-04 RV or US dark eagle RV design, basically conical RV's that fly more similar to an hgv than a typical MARV.

The reason drdo didn't offered it or didn't developed was because there were no demand from government for a dedicated conventional ballistic missile/rocket force, most of our ballistic missiles were stratigic, with small no. Of prithvi series for conventional role.
It is only now, that we are moving towards a conveniental rocket force like structure.
