Sure, Stryker came out of syllabus as a tribute to be paid to Sultan Amreeka for not ((( escalating ))) the Pannu-Nijjer matter further, but it's not as if ones-who-shall-not-be-named have any problems with it.

The users don't want WhAp, Zorawar, Prachand, Tejas or LUH, these are only science projects for DRDO and DPSUs and maybe some enterprising suit boots can export these to some foreign countries like the Atmanirbhar Bharat champion nations of Armenia and Morocco.

Also why even Airbus? These just siphon money without ever providing any Industrial Ecosystem to India now that they are willing to offload junk used by Pakistan. Compared to Lockheed Martin or Bell who have been sourcing so many components since many years.

Tatas also don't have coherent strategy. Jumping from one company to other.
 
It's not so much an issue of state capacities as of the GoI prioritising other sectors over defense. Take the infrastructure bill for the current FY for instance. It's ~ 11 lakh crores vs 1.70 lakh crore on Defence CAPEthis FY which has been bumped up to 1.8 lakh crores. This argument using these very talking points was made before either on DFI or here.

This immediately points to their limited spending capacity. Once you are done acquiring the land, the public infra projects take only a few years to get completed and once they are completed the benefits are immediate (in reduced transportation/logistical costs) - the exact opposite holds true for those risky indigenization and domestic manufacturing goals (expensive projects thay might go on for decades and even then, the success is not guaranteed) and even if some projects are successful mass productions aren't always quick like you pointed out; because the armed forces will drag their feet on ordering in numbers (limited defcapex budget + legacy of imports) and much of production lines (across the DPSUs and the private manufacturers) remain underfunded because big orders are rare.

It is precisely their limited spending capabilities that stops the gormint from pursuing both. Forget army modernization, even their infra capex budget is insufficient given the kind of challenges we face. Even this year, they are compromising on infra/capex allocations in favor of a fiscal stimulus (in form of a mega income tax mafi mela) to keep the economy going - we cannot pursue both because, again, their fiscal capabilities are limited; this is the curse an economy with a lower PCI has to endure and needs to get used to.

Off topic, but this is why I kept bashing Tai and her chamchas on the economy thread for messing up their disinvestment/monetization goals - could have provided some much needed fiscal room to the incumbent if pursued in earnest.

The only reason i "know" this won't happen is i have faith in the Govt's chindigiri/poverty.
Then again in the past they ordered a token ~100 Arjuns but ordered 1000+ T90s
We are fortunate enough that government is chindhi while spending in weapons procurement, otherwise th jarnails would've raised an imported army itself which would all the things imported like clothes,boots, toothbrush along with weapons

To be clear , I'm not disputing anything you've put out but saying - all things being equal , my larger point is on how a few thousand crores could be diverted from Infrastructure spending to boost Defence CAPEX , if this government was inclined to go in for quick induction of say 36 nos Rafales that were needed yesterday or rationalise defence procurement of submarines where come 2030 we'd literally be seeing 4 lines of submarines being mfgd viz Project 75 vide 3 additional Scorpenes , Project 75 I vide 6 nos TKMS submarines , Project 76 for indigenous submarines & Project 77 for 2 nos SSNs.

There aren't any limitations on defence CAPEX except what this government imposes on the spending per se & through non rationalisation of the extremely tedious time consuming defence procurement process & procedures.

You could throw in armed forces testing the same equipment for years post development into it which is a function of not being on board during development which is a separate topic in itself & this mostly pertains to the IA.

H-125 isn't going to feature in any of the armed forces line up just as the Ka - 226T. If we didn't go in for the latter all these years , who here thinks we'd be going in for a 50 year + model of the EU that too one which is seeing active service with the Paxtanis , same reason the F-16 / F-21 was DoA among other reasons.

However , H-125 FAL signifies the death of commercial exploitation of the LUH , ALH & other such offerings from HAL where by the looks of it neither is the GoI nor HAL is much bothered about the consequences which harms back to my constant flogging of the dead horse of unlocking value in HAL by splitting it into 3-4 constituent cos much like our DPSU shipyards aren't in a position to tap into commerical shipbuilding & exploitation of the various schemes GoI has come up recently to boost this sector.
