We should do both. Build greenfield grade separated HSRs and RRTS like SHSRs AND we should continue upgrading the busier sections of the mainline - first to 160 kmph and then 200 kmph, hopefully (they are prototyping multiple 200 kmph+ capable trainsets, btw).
