India missed the bus for Poaching scientists and engineers from breaking USSR but now we have got another chance.. We need to create eco-system and Quality of Life environment within top tier cities to poach these left behind scholars..
Hope people at the top are aware of these.. We have lost too much brain to correct our ways.. we need outside help to do that!

Bro we managed to poach some german scientists when we had nothing and just got independence.. Its a matter of priority and will.. Tbh congress was bad but people voted for them nonetheless because local parties were more corrupt back then.
