He's basically a part time cop assisstant who pretends to be a hit man for hire and then gets people arrested once they have "paid" him to kill someone

I wonder if even cops do this there how many such useful idiots have they farmed up via manipulation and black mail for all manner of evil deeds

Entrapment is illegal in USA and cases get thrown out if the cause of arrest is entrapment and there's no other crimes discovered.
