The best reason is the wheeled vehicles are road mobile and does not need additional logistics during mobilization. Moreover in high altitude areas logistics is even harder owing to their heavy weights.

However the tracked vehicle have their own advantages. In desert/muddy areas where the sand is soft tracked vehicles have better mobility thanks to their lower ground pressure.

So we need a sweet balance between them.
