In the West, people are generally more informed about firearms and military affairs, which is why they don’t hesitate to call out mistakes like that US Navy guy who mounted a scope backwards and got in trouble, got called out by people who could'nt run 5km with a rucksack but knew their shit cause atleast they know how to shoot. In India, however, there’s a deliberate effort to keep the public uninformed. Government agencies are rarely held accountable, and instead of fostering awareness, people are encouraged to idolize them like celebrities.

I think its because of poverty in the country that theres a general opinion that only if you clear papers will you have the privileges of firing a gun or jumping from a plane.

In USA most people have access to beautiful hiking trails,shooting all kinds of guns and even hunting,flying planes for hobbies and doing all kind of adventure sports.
