Dam over Brahmaputra has negligible downstream effect on us.

The Chinese won't be able to cut down the volume of Brahmaputra flowing down into India but I wouldn't say it has a negligible effect. If the Chinese open dams in the flood seasons without warning us, it could devastate livelihoods in some villages and towns. It is very important that we build up our own infrastructure to address this issue.

I highly doubt that. Brahmaputra basin is very deep (infact deepest in the world), and villages aren't situated at the banks but high up the mountains. When Brahmaputra reaches plains of Assam the water flow would have been contained, but even without it floodplains of Brahmaputra are massive compared to any other Indian river.

The funding to the propaganda department has been increased significantly it seems. Before COVID, the amount of wumaos on YouTube
wasn't this much. Maybe they started this during COVID to counter bad PR, but then kept the funding and the operations, since the results were good.

What is the significance of these dams in terms of military strategies?
Most of these rivers originate in India so I don't think so we would be affected anyways except when the dam construction starts where water has to be blocked?

The coming Motuo dam is runoff type hydropower station, impossible to be weaponized to down streams.

The significance is more strategic than military. The Motuo county with 15K population, is on the south slop of Himalaya, and it is 20km away from the LOC; for 6 decades it's quite isolated and only 5yr ago, it connected by full time expressway via Galong la Tunnel.

The coming Motuo dam, like to invest $170 Billion here, including infras, roads, populations. And it even brings $5Billion fiscal profit per yr to Tibet local government, it will be our first real serious asset in subcontinent.
