I don't want to be the devil advocate I partially agree with you. However I think this behaviour is not Modi exclusive. Some could say MoD has shown this same behaviour in previous regimes as well. Even when they didn't care about fiscal health. MoF and MoD have always been very kanjoos irrespective of the government. Unnecessarily frugal and hesitant to fund any innovation. We are unfortunate to not a have government who understands the importance of R&D spendings in defence.
