Has any other country China/Russia/UK/France have had any similar situation wherein a panel that was pressured by a foreign country suggests "reforms" to its intelligence agency.

IN any good country they would have started to prototype Secure communication Mobile device and all organization wise strict rule would have been imposed to not use Social Media. Heck even Adani brouhaha during election was based on US govt scanning internal Adani communication and Cloud Files IIRC.
