Then by that logic HSR should be also Included in Urban transit as you can travel from station A to staion B in same city using the HSR.That is a meaningless distinction. Rather it is a subset of urban transit so you should add that to urban transit.
Urban transit is meant for everyday travel for the majority while HSR is more like seasonal travel. Used sometimes but not frequently like a commute.Then by that logic HSR should be also Included in Urban transit as you can travel from station A to staion B in same city using the HSR.
