An alert has been sounded in the anti-Naxal operations theatre of Chhattisgarh and Jharkhand following a “spike” in IED blasts and recoveries, including that of a device rigged with beer bottles and a small antenna for remote control explosion, officials said.
The analysis report states that during 2020-22, IEDs were being planted by Naxals in a 3-7 km radius of a security camp which are now being found (2023-24) at less than 3 km near CRPF or other forces camps to kill and injure them.
More than 70 FOBs have been opened by the forces in the two states over the last over an year, the maximum being erected by the CRPF as it remains the lead force for anti-Naxal operations.
Land to civilian victims of Maoist violence and increased compensation for the kin of those killed while assisting in anti-Naxalite operations are part of the new rehabilitation policy recently cleared by the Chhattisgarh cabinet, an official said.
The `Chhattisgarh Naxal Surrender/Victim Relief and Rehabilitation Policy-2025' aims at providing higher compensation, free education, healthcare facilities and job opportunities to victims of Naxal violence.
Compensation given in the case of death of 'gopniya sainik' (informers) specially assisting police in anti-Naxalite operations has been increased from Rs 5 lakh to Rs 10 lakh (over and above the compensation payable under central schemes).
Similarly, compensation given in the case of permanent disability to such a person has been hiked to Rs 5 lakh from Rs 3 lakh, the official said, citing the draft of the new policy.
In case of murder, serious injury or permanent disability to civilians, the victims or families will be provided 1.5 hectares of agricultural land or 4 decimal (1,742 sq ft) of residential land in urban areas. In case land could not be made available, financial assistance of Rs 4 lakh will be given to victims in rural areas and Rs 8 lakh in urban areas, the official said
In cases of death of civilians, if a government job cannot be provided to a family member, an assistance of Rs 15 lakh will be paid (Rs 10 lakh to spouse-children and Rs 5 lakh to parents).
The government has also introduced special employment schemes for people affected by Naxal violence.
If a victim secures a private sector job, the government will pay 40 per cent of the salary for five years, with a cap of Rs 5 lakh per year, he said.
A fierce encounter occurred on the borders of Dantewada-Bijapur, three armed Naxal fighters killed including a top cadre Maoist leader Sudhakar. Police claimed that it recovered all the three bodies from the site of the gun-fight along with the fire-arms like INSAS rifle, arms, ammunition, daily usable material and prohibited literature.
On the head of Sudhakar (DKSZCM) , police kept a bounty of Rs 25 lakh.
Collectively, they carried a bounty of Rs 26 lakh on their heads. This act is seen as a major breakthrough in the fight against insurgency in the region.
Among the surrendered Maoists was Bandhi Madakam, carrying the highest bounty of Rs 8 lakh, followed by Bheti Kani and Padma Sammi, each with a bounty of Rs 5 lakh. Others, including Madvi Hunga, Punem Magandi, Kadati Bajje, Madkam Shanti, Muchaki Mase, and Kadati Hidia, carried bounties of Rs 2 lakh each.

Media seldom informs of Maoist casualties other than the tally of their dead in encounters in the jungles of Chhattisgarh. Curiously, Maoists only die; they don’t seem to get injured, surrender at the site or get captured in operations.
Even so, there is Common Article 3 of the Geneva Conventions, on ‘conflicts not of an international character’. India is a signatory of the Conventions

In contrast, photos of weapons recovered from sites of firefights show weapons in Maoist possession as abysmal.
Despite the asymmetry, there is no case that security forces need to imperil themselves in eking out armed fighters from the bush when they can well pulverise it.
It’s believed to be a “review report” of CPI(Maoist) from an internal meeting and was found after the gunbattle in which Maoist commander Sudheer alias Sudhakar was shot dead on March 25, said police. Sudheer carried a bounty of Rs 25 lakh and was responsible for training new recruits in weapons and guerrilla tactics.

If the review report is to be believed, then it indicates a dangerous trend of Maoists recruiting children as ‘child soldiers’ for the battlefield at a tender age. It would be soldiers Vs children. But we will run campaigns to stop this recruitment,” a senior officer of Bastar Range said.
