A press conference of the Government of India is a formal event. The highest bureaucrat in the department has more weight in the eyes of the world than someone of lower rank by virtue of his office/ portfolio. The kind of ad hoc arrangement you are suggesting (subjectively judge who is the best public speaker from arbitrary set of people) can not be codified in a rulebook and hence isn't followed. All this really comes down to is the typical, bureaucratic milquetoast *point deferentially to magical rulebook/Bible that must be followed no matter what for no particular reason* mindset. Something that has often been critiqued about GoI in several fields as hampering out of the box thinking/approaches and practical solutions. Congratulations if you want to stay stuck to that, but sooner or later some day even GoI will learn and adapt as it has done on other things. Information warfare and narrative building has to be fast, sharp and suave so that it makes an impression both at home and abroad; and it'll only have to get sharper as time passes.
