It looks like they want our anti air missiles to bring down their civilian aircraft.
Mass civil deaths will happen and India to be painted as human rights violater.
India to be shown as the aggressor.
We will then become very wary of using our S400 system for fear of endangering civilians.
Using the large civilian planes as a shield PAF fighter aircraft will enter the engagement zone of our S400 system without facing any danger.

This seems to be their strategy

Now I believe Pakistani Air Defense systems are fully deployed and under high alert status.
Would it be impossible to manipulate their air defence assets so that they mistakenly shoot down their own or other international aircraft.

Our air defence systems mistakenly shot down an IAF helicopter during the 2019 Balakote conflict.
Once Pakistan's air defense systems shoot down their own civilian aircraft with dozens of people dying, they will face severe national and international opprobrium.
I doubt whether they will then allow civilian aircraft operations in conflict environments.
Perhaps such an incident cannot be staged.
