We hv already briefed major countries about our stance nd potential options..
Nd if we hv to go by optics biggest takeaways was during all party meeting which was announced day after the attack where all opposition party supported indian govt potential attack..

Correct. When 9/11 happened, i will point out, Murrica - the most trigger happy nation ever, whos literally blown up nations under false pretext many times - didnt go drop a bomb on someone's head- anyone's head - for nearly 10 months.
Yet, same america, when in the 80s Libya tried some air denial tactic to USAF and shot down a F16, went and blew up the libyan airbase in 12 hours flat.
Why is this ? Because the latter was a military ladder escalation. The world over, militaries are DRILLED at the lowest officer level ( Captain) on how to respond, at unit level, for military ladder escalation - defined as your opposition military doing xyz - be it shooting pelletgun or lobbing a nuke.
These do not require extensive passing the buck of 'dunno what to do, check with higher up boss, this wasnt taught' that happens when a random terrorist blows up something or flies a plane into a building.
This is because counter-terrorism/counter-insurgency is NOT default for the military and is not default instruction for officer training - at least not when i went to college 20-30 years ago.
And i went to college in a small town that hosts the military officer academy of the country as well- so we knew what officer training is - we used to drink with said officers in training all the time.
Put them in scenarios of 'hey u r at the border, the other side opened up with a mortar, what do ?' / 'hey you are on the border with ur patrol company, opposition is flying jets and paining lasers on u, what do ?' scenarios and they will instantly have a 200 word answer ready for when to send message, what to do in meanwhile, whether to dig in or evac, etc.
Put the same scenario of 'allright u r sitting in a USAF base when u see a plane fly into a building, with plane painted as 'allah hu akbar, suck it great satan', what do now ?' and you will get a lot of 'umm errr...u dunno ? call HC and report and await instructions ?'
Asymetric warfare does NOT have conventional escalation ladder. So it doesnt have conventional response time. The buck gets passed- in every country- till it ends up at joint cheifs/cabinet level and when some mantri goes 'ok THIS is the plan and if it fucks up, blame me', ONLY THEN, does the military do something.
Hence why it takes so much time.
