Prime Minister should have a ex-military strategist who will guide PM to make decisions especially indigenizing our military equipment. When military returns the funds, it should be directly used to buy weapons made in the country. For 10,000 crore we can jack up the production of ATAGS, LCH, Brahmos, Astra MK1 and what not. This will provide economies of scale and also this money is also like investing back in our military industrial complex.

Our military budget should also have a provision from now on, simply increasing the defense budget is of no use since most of it is consumed by salaries, pensions, operational expenses, and maintaining the present equipment. The provision should be something like each branch should be located $7-8 billion or if our economy permits $10 billion just to acquire new weapon systems which are made in the country. Some compromises can be made if a certain technology is beyond the reach at the point in time. But without investing in new modern weapon systems, our biradars in our military will always go for emergency purchases at the last moment or fully neglect it like air force.

The problem is we can't bleed that much indian rupee on foren maal. There is money full money but the import bhadurs are not ready to buy Indian. They will always go for the shiny new toy. Wars are not won on imported maal only skirmishes.
If you doubt lack of availability of funds i will like to point out defence ministry surrendered nearly Rs 10,000 Cr and signed only some big ticket items in the last month of FY. Who is to blame here? I will not blame the allocator the finance ministry. It is all fully the mess of import bhadurs.

Over next five years going to 2.5% vs the 1.9 it is now would cumulatively add ~$170b (using imf gdp projections)

There would be no doubts and nothing asymmetrical or otherwise they could do to match.

You make valid points regarding automated allocation towards buying of Indian products. But as is blatantly apparent, The forces are reluctant in buying Indian. Its the govt which is forcing them. Thats why procurements are stuck. Consequently our defence budget allocations has to be subpar.

It is all negative feedback loop. It is still stuck with Pakistan as the primary adversary. Our Primary adversary is now China. I hope the govt. now shifts it focus on chinese threat. Only when we designate china as threat we will realize that buying foren is no longer economically effective. We will have to collaborate on cutting edge projects and develop domestic military industrial complex. Only then we can truly get out of this limbo.
