Impressive! Very well researched & compiled based on my limited reading but there's an important factor you haven't considered.
That a very small percentage of these marriages are also between Hindus & Sikhs of both nations with their co religionists here, essentially the former & especially from Sind from the 2 districts there bordering Rajasthan in India, where Hindus have a sizeable presence who usually seek marital alliances here.
You take blanket decisions thru legislation assuming they withstand judicial review & you jeopardize them as well. You seek a carve out & the courts in all likelihood will throw out that piece of legislation . At the same time we can't be bye standers . No easy choices here.
The next threat is coming from Canadian Sikhs (or Sikhs living in Western Countries) men and women marrying Pakistanis.
Pakistan is getting thousands of them as tourists, and a lot of cultural assimilation through movies, podcasts, Radio shows, vlogs, seminars, group discussions, meets, social media, and study circles; a wide spectrum of activities is happening between Sikhs and Pakistanis.
We all know they are openly calling for spying against India, and I can bet a lot of them will be visiting Indian Punjab to do spying for Pakistan.
We crib one David Headley, there are 100s in making who will have a "fortified cover of Sikh religious sensitivities and their community serving Army, so you can not criticise them".
