Not just Israel, most nations prepare their employees and school kids on a variety of scenarios from natural disasters to war drills.
its a need of the hour; today or tomorrow the population should know how to handle and behave themselves, be it this scenario with the current enemy or a new one.

Somewhere along the line, we as a society started taking things for granted.
