The Rashtriya Rifles (RR; transl. National Rifles) is a CI/CT force in India, formed in 1990, to specifically serve in the Jammu and Kashmir region.

The RR was raised by the Indian Army by reconstituting two corps. Its personnel are provided by the Indian Army on deputation. The RR is commanded by an Additional Director General of Rashtriya Rifles.
 
All are CI/CT units with majority manpower from Infantry, SF chaps are also attached with other support arms. 31 RR (CDO) is a cdo battalion, structured like a SF unit with operatives from SF battalions only!

Arguably, RR is a genre on its own now.
Specific composition may not be available but It is an all-services arm.

who has operational command , SF officer or RR one?
 
There is no officer cadre of RR as its a deputation based CI/CT Force, all ranks are on deputation from the army and elements of SF like MARCOS and GARUDs are attached.
no i meant if a team comprises of both Sf and infantry , then who will give operational orders like on a mission.

Depends if you're talking about 31Cdo then the whole battalion is SF which implies the CO is also an SF Col.

In regular RR units, the CO could be anyone irrespective of the arm. Usually SF elements are attached for specialized roles which the chaps coming from the infantry won't be able to perform.
