Even if you remove reservations, it's still gonna be same. I know it's favourite pass time for Indians to blame everything on reservation but it's the institution culture which is the main culprit promoting mediocrity of unimaginable levels. I have extensive experience in dealing with govt orgs and departments and the UC guy was equally or more incompetent or corrupt.
Anyone working in a govt org or with them can relate.
