I think power cut is still a thing in summers in most of rural India, which is probably 50+% of the country. Plus it plays the relatable card!

No, rural India is a little less than 40% of the country. The definitions they use in govt reports (based on 2011 census) became outdated long back. Power cuts are still a thing during heatwaves, last year there were massive outages in a number of states.

Can't quite tell if this is targeted at Indian domiciles exclusively as the program seems to suggest without clarification if it is indeed the case in yet another example of informed journalism or this is a universal law.

Prima facie it would be an universal law but then again we live in unusual times. Besides what exactly are you going to tax inbred Idris married to his first cousin Ayesha already on welfare with their 5 children residing in Bradford but domiciled in Paxtan in yet another instance of profiting from kuffar.
