Step 1 to fix this would be the navy carving out their own combined arms marine infantry force, I cannot think of another serious nation that has the kind of setup that India does with army personnel charged with this role even tiny nations like the Netherlands, Philippines etc all have marine infantry under their respective navies
Just giving army soldiers life vests doesn’t make them marines
This will obviously be a massive financial burden the navy would have to take on but if this was to happen it would a strategic top level decision so that would have to be given

Can India expect similar support from the Americans?We have other priorities to focus on. The IN Marines should be a special branch modeled along the lines of the British Marines. Acquiring amphibious warfare capabilities is very expensive and can derail the IN's other priorities. IN's main strategy is sea denial against great powers and sea dominance against lesser powers and use the land forces to establish ground control with the IN marines providing recon, night raids, sabotage, game changing operations such as taking out critical CCSIR nodes that would greatly impede the operation of enemy forces and key nodes of the kill chain.
