Maybe because it *might* be fired in salvo, so this is their classification for it probably inspired from China.
Or most likely because it lacks terminal guidance unlike ballistic missiles. I read it's CEP is some 150 metres, that certainly lacks terminal guidance and more likely is just a long range dud rocket.

What's up with these Porks? Their ambassadors, defence ministers, mainstream media all are consistently threatening India with nuclear strikes & India is being called out throughout the world to show restraint.

They are trying to stop India from taking any action, trying to scare India by their geeadbhapki and trying hard to find support from other countries to stop India.

They are really frightened don't know what intel they have got, they are shivering, whenever like this happen they start crying nuclear like we don't have any retaliatory means.

But really loving it, whatever they are doing now they do after we have taken some action but now they are doing it before. :bplease:
