that's the protests and politics part of the equation.
just in case FYI, core of the issue is that, in punjab farmers are not allowed to sell their produce listed in MSP items outside of mandis. where as in other states, farmers can sell what ever where ever they want.
from an economic stand point what it does is, in punjab there is less incentive to diversify from MSP listed crops. where was in other states, market economics take over, and farmers adjust their sowing as per market demand.
as a result, one of the long term effects for punjab, because the state government kept pumping money to pay for MSP they started taxing the industry to pay for it. so industry moved to near by states, to haryana, delhi, U.P etc even tamil nadu in case of textiles. net result deindustrialisation of punjab, punjab stagnated and nearby states grew in economic parameters.
which is why we see so many people moving to gora countries.
