I think its a mixture of Army not taking care of its SF and this culture in paras of 'Hum uniform nhi pehente hum daari wale bhoot hai...' every single veteran has said something along these lines.
What they really need is Minimal but Quality equipment for the ops they do but confuse that with 'sadakchap' stuff like Maj. Avinash said (he is pretty controversial around here, always a fight whenever he's mentioned - so dont start again we have fought the same fight numerous times)
We don't have enough equipment for tier 1 ops and for petty ops we also dont bother to procure sophisticated minimal equipment - always some kind of jugaad setup on ground

Look at the recent marcos encounter in JnK they didn't show up in their usual jacked up form they had Minimal but actual useful gear thats what I want paras to operate with.

Quality HCH and the same radio and headsets as wular marcos. This doesn't look that good because the quality of clothes and plate carrier/vest is not as good as what marcos use. Even the dualtube nods u see with marcos are used by this unit but mostly it's a tonbo thermal on their tavors/m4/ak or helmet
