However the Chinese Nukes are pointing at other nuclear powers and other nuclear powers are doing the same pointing their nukes at China, on a nuclear war China or the USA will have radioactivity.

A non Nuclear power is not a target because a nuclear power does not want to invite another nuclear power to make alliances in its neighborhood.

Japan is not going to run to the hands of China neither Australia to leave the USA nuclear Umbrella and same is Germany or Spain they do not need to go to embrace Russia and leave the american nuclear umbrella.

In few words China will not go unchecked without the american containment and the USA will not invite any other nuclear power to the Americas by nuking a latin american nation you dream

Mexico is not on the map at least not like a target will Mexico be affected yes, but Brazil or Argentina I doubt it, same Tanzania or Zambia or Bolivia.

Our border cities will be affected but are not going to be direct targets will Mexicans die? of course that make us natural allies of the USA not enemies

How could Uncle Sam use nuclear weapons against Mexico when they are so expensive?
A single F-15 carrying a few bombs would be enough to make the Mexicans surrender.
