Seems like a manpower issue. Army units are forward deployed against China and with a forward posture against Pakistan.

CAPFs are working overtime to wipe out Naxals and pacify the North East (Manipur). This leaves Jammu-Kashmir forested regions (Kupwara, Handwara, Kathua, etc) with fewer men for bush-bashing and tracking Pakistan sponsored terrorists.

Therefore the balance is being met through state police (JKP) who may not be trained/equipped for such missions. Hence, the casualty rate that we see now unfortunately.

Then increase the forces units. We hv a complex security situation and this will remain forever, so we hv to create more forces units.

should police forces of sensitive area like JK , be specially trained to handle stuff like these ?

J&K and Ladakh is a Union Territory with 0 chance of statehood, power therefore lies with the center and thus law and order is a central issue with state police acting as a compliment and not the main agency.

We have had J&K SOG for a very long time and they are real life Punishers. Imagine one of them kicking in your door and dragging you out.
