It's most likely pre arranged between that reporter and the State Dept. There's no way the spokesperson is going to come prepared beforehand to answer some question about some religious procession in India.

Yes, and people have started to notice this drama/tango whatever you wish to call it. I have said this before, saying it now, we need a mechanism to selectively blackout the media coverage of such foreign press statements/reports.
