In the podcast, this "retired CIA agent" suggests a different theory. She says that Taliban is deliberately working with RAW to eliminate Fauji funded LeT/JeM leaders while sparing terrorists affiliated to Harkat-ul-Mujahideen (HuM), which she believes is close to Akhundzada.
So according to her, Taliban's strategy is to eliminate Fauji Foundation first, establish a sharia regime and after that deploy HuM affiliated terrorists to target Kashmir. Pak Fauj is their immediate target while Kashmir is a long-term strategic plan.

I would concur with this analysis. I wonder how many of you have had an opportunity to interact with Pashtuns & I don't mean 5'4" Aamir Khan from India but Pashtuns from Paxtan & Afghanistan. I did so when I happened to spend a few working years in the Gulf.
For the ordinary Afghan especially if they're a Pashtun , Paxtan was is & will remain an artificial entity , something to be conquered as they earnestly believe two things - that the Punjabis are their subject race & that they share a border with India. There's absolutely no compromise on both. And this is 2 centuries after they lost possession of what's now KPK & FATA .
This story goes back to the time of Abdali. While our xutiya historians lament the 3rd Battle of Panipat as a catastrophic defeat for the Marathas , the Marathas under Peshwa Madhavrao I were back in Delhi within a decade in what is now known as the Maratha Resurrection.
However the Afghans under Abdali never ventured beyond what's central Punjab in what's our state of Punjab EVER after the 3rd Battle of Panipat.
There are solid reasons for this. In spite of suffering in excess of 1-1.5 lakh loss of people in the battle , the catchment area for soldiers was simply too large for the Marathas for this one event to act as a permanent setback.
However a loss of almost half of what the Marathas suffered was an intolerable blow to the Afghans simply because they lacked the population to sustain that kind of army once again.
To add to the misery , Delhi having been ransacked multiple times lacked the kind of loot , looters like Abdali was looking for . Further he had to flee back because he received information , not entirely false , that the Marathas were planning another huge expedition to Delhi .
In addition to this he faced a rebellion back home & there was a huge dispute with his allies principally the Baloch over distribution of the spoils of war.
This was followed by the rise of the Sikh misls who laid the foundation of the Khalsa Darbar of Maharaja Ranjit Singh , Abdali's own death , the rise to his throne of his constantly squabbling & equally incompetent successors, thus ensuring Afghanistan which thrived on loot from India including what's now Paxtani Punjab which was their bread basket were confined to what's now Afghanistan proper losing what's KPK + FATA today permanently to the Khalsa Durbar & its successor states the British Raj & now the state of Paxtan.
This elaborate background is essential information for without a self sustaining economy be it agriculture or industry how else will the Afghan state survive leave aside thrive ? Nor does Afghanistan have the human capital necessary to bring about a fundamental change for it never invested in education .
Hence the only means to raise money would be through the age old practice of loot or ma'al e ghanimat. Except instead of the other or the kuffar they were now extracting it from their own through such wars which should explain why Afghanistan was forever torn asunder & never united except if it was against an external foe.
So this idea of teaming up with India to take down Fauji Foundation the guardians of Paxtan before occupying what they see as their God given land & subject people - the Punjabis is a thought process that comes naturally to them.
Once they achieve that it's back to the good old days of launching a looting expedition every winter ( or was it spring ? ) in India , Mahmud Ghaznavi style. That's the extent of their imagination.
This is precisely why I cautioned against bordering these animals by taking PoK. We should let the Paxtani Punjabi Musalman fight the Pashtun to the last Pashtun & Paxtani Punjabi Musalman once the state of Paxtan ceases to exist for unfurling the crescent moon flag on the Red Fort isn't merely a Paxtani Punjabi Musalman dream .
Like everything else in his benighted & borrowed history the original dream is actually a Pashtun / Afghan one.
Alhamdulillah !
