Not entirely. The one on Rudra is more akin to the Helicopter Armament Subsystem developed in the 60s for the Huey.

ESSS are clip on stub wings that can perform multiple roles of carrying munitons, gun system and fuel pods. This system was extensively developed first by the 160th to build their DAP configuration.1726077675052.png

While GTRE runs from pillar to post for a Testbed, we have China with their indig Y-8 medium lift aircaft testbed, testing EOTS and other AWAC capabilities. Its a licensed produced AN-12 derivative. IAF also inducted them in the late 60s and eventually retired.
